So many of the others are in the shortcut files that set them to match up with the leagues rules. So I left the league specific settings for the league configs to keep it somewhat straightforward when creating/modifying league configs. This way if we find a plugin we want to keep running we don't have to request that you hardcode it in to allow it we can just disable the whitelist and use the prematch.cfg.
